When parking downhill on a highway, whether or not there's a curb present, or uphill without a curb, the front wheels should be turned towards the shoulder. This way, if your brakes fail, the vehicle will move away from highway traffic. However, when parking uphill on a curb-lined road, turn the wheels towards the road center so the vehicle rolls towards the curb in case the brakes fail.
